| Plan Manager | A person who assigns and maintains plans in the GL Review System. |
| Plan Population | In GL Review, the process by which organizations and accounts are grouped based upon the plans created. This monthly process runs when the ledger closes.
Plans can be reviewed prior to population by running the DaFIS DS Transaction Listing (2) query and enabling the annotation tool. |
| Planned Purchasing Program | Fixed price contracts established for use by the University system. Some of these agreements are delegated for use by departments, and are known as M3 agreements. Orders are issued against these agreements using a DPO document. |
| Plant Funds | Funds to be used for the construction, alteration or purchase of physical property of the University e.g., land, buildings, general improvements, equipment and library collections. |
| Pre-encumbrance | Unofficial encumbrances created in DaFIS, using the Departmental Encumbrance (DE) document, or by the Payroll system. |
| Primary Preparer | A trained person who is primarily responsible for entering data into PPS/OPTRS in a manner consistent with campus policy. |
| Primary Reviewer | In GL Review, the ledger reviewer assigned responsibility for a review plan by the Plan Manager. They are responsible for finalization of their review plans and may share responsibility with other reviewers for performing the monthly review. |
| Principal Investigator | The Principal Investigator (PI) is the individual designated as head of a research project. To be eligible as a PI, the individual must be an academic appointee. More information about eligibility (section 1-500) and responsibilities (section 10-330) can be found in the UCOP Contract and Grant Manual. |
| Professional | Currently defined as exempt employees under Fair Labor Standards Act (FLSA), and therefore not entitled to overtime pay for time paid in excess of 40 hours per week. |
| Professorial | Academic employees, including Principal Investigators. |
| Programmatic Allocations | Money earmarked for a specific purpose or program. Restrictions defined by the funding agency always apply. |
| Proposal | An application for funding that contains all information necessary to describe project plans, staff capabilities, and funds requested. Formal proposals are officially approved and submitted by an organization in the name of a principal investigator. |
