UC Kuali Updates
This page will periodically be posted with updates in the activity of the UC Kuali project. These updates will typically be listed in three areas:
- Kuali Foundation - the governing body for the Kuali Project
- UC KFS Project - the UC level activity on the financial system project
- UC Davis - our campus level activity
Starting after August 2007, regular (monthly) updates were not provided on this page as our local UCD resources were diverted to building the core KFS product with the Kuali Foundation. UCD implementation planning and activities resumed later in calendar year 2008.
Kuali Foundation
Kuali Foundation is gearing towards Release 3.0 which will include the remaining Accounts Receivable and Capital Assets Modules as well as several enhancements to the base FIS and Purchasing/Accounts Receivable modules. Most of the UC functional and technical resources are currently devoted towards meeting the Release 3.0 milestone. San Joaquin Delta Community College and Colorado State University are planning on implementing KFS July 2009 and KFS Foundation will be assisting the early implementers with any issues. A formal KFS Release 3.0 package is expected in June 2009. The Kuali Board is also working on a KFS sustainability plan.
UC Davis
Chart of Accounts (COA): The COA module will be configured with DaFIS as the baseline. Since DaFIS is based on IU’s FIS, most of the structure including the table names is similar.
- The COA -1 project included UCOP reporting attributes was successfully completed in collaboration with UCI and UCSB January 2009. The scope of the project was CAFP Account attributes some of the CAFP Fund attributes and transaction code. As part of the implementation UCD also completed the data migration for these attributes from DaFIS to UC KFS.
- The remaining e-documents in COA are being configured including data migration. The scope includes Sub Fund, object code, account and several other COA reference documents. The goal is to complete by May 2009.
- The third COA sub project will include configuring the document authorization and workflow using the Kuali Identity Management and Kuali Enterprise Workflow modules.
Contracts & Grants (C&G): The analysis for award document has started and the C&G team will be discussing some of the integration requirements with the Kuali Coeus and Office of Research team. Possibilities include integration with the proposal tracking system.
Labor Distribution & Benefit Rate: The KFS Labor module provides a subsidiary ledger that holds payroll and employee benefit detail supporting general ledger balances. New payroll activity is posted to the general ledger after each compute rather than once a month. This is desirable because payroll and employee benefits costs account for the most significant portion of campus operating costs; providing more frequent posting of these expenses would benefit decision makers in managing finances.
Base KFS Labor design uses a rate structure to calculate and distribute employee benefits costs. UC charges department accounts for the specific benefit costs of its individual employees (e.g., the department pays the actual cost, subject to a contribution limit, of a Health Net family plan chosen by the employee rather than a socialized medical plan rate). UC Davis intends to develop a socialized composite rate structure and implement in conjunction with the planned KFS Labor implementation in fiscal 2011-12.
Labor Distribution Current Status:
- UC KFS Controllers have provided resolution on several directional issues. These include calculation of the benefit rate in KFS instead of PPS, Reporting to UCOP by existing benefit object codes but look into reducing the number of object codes,
- Labor team is currently discussing the payroll object code derivation and conversations with UCOP have begun regarding object codes and UCOP reporting.
- Working with UCOP, UCI and UCSB the PPS to KFS file specification is currently being defined, including data needed by KFS (1) to feed UC ERS and (2) to calculate benefit costs.
Benefit Rate Current Status:
- The two models currently under consideration are based on the benefit eligibility code and the employee unit code. Two proposals from consulting firms are being considered to provide assistance with the rate package and negotiation process.
- Our projected timeline is as follows:
- Current - June 2009: Determine rate model
- 2009-10: Base year; begin campus conversation/education
- Fall 2010: Apply 2009-10 actual data and forward projections to calculate rates for 2011-12 and 2012-13; submit to DCA for review/approval
- December 2010: DCA approval; announcement to campus of rates for use in grant applications
- July 2011: Implement Labor module and benefit rates

Kuali Foundation
- The UC voting members include Mike Allred (Kuali Board), Rich Andrews from UCI (Functional Council) and Arlene Allen from UCSB (Technical Council).
- The Foundation team is working hard to meet the Phase IIa October 2007 release date. The UCD SMEs are currently involved in testing the Purchasing, AP, Labor and C&G modules.
- The UCD ESS team is reviewing the KFS user documentation.
UC Kuali Project
- UC KFS governing board meets regularly to discuss the project progress.
- In addition to the core KFS modules, the UC KFS partners will also collaborate on other subsidiary-systems where there is common interest. The UC Davis Decision Support system will be used as the UC KFS reporting tool.
- UC Davis is leading the efforts to build a ‘proof of concept’ instance which will allow us to explore options for molding KFS with UC-specific needs, provide a test environment and production setup for KFS implementation.
- UC KFS Board decided the OP Fund will be customized like DaFIS in the UC KFS system where the OP Fund and Account are associated to an account.
UC Davis
- Project planning activities for the implementation are underway. The project organization structure and plan from the requirements to testing phase is currently being defined.
- High-level gap/fit analysis is currently ongoing where analysis of differences from DaFIS and any additional functionality in Kuali is being identified. The exact scope of UC customizations has not been determined at this point.
- The implementation team is reviewing the KFS chart of account structure and designing configuration options to meet OP reporting requirements. The KFS COA module is based on Indiana University’s FIS which is similar to the DaFIS COA.
- Campus change management plan is being developed to keep the campus informed and to facilitate the transition to KFS.

- In addition to the core KFS modules, the UC KFS partners will also collaborate on other subsidiary systems where there is common interest.
- UC Davis is leading the efforts to build a ‘proof of concept’ instance which will allow us to explore options for molding KFS with UC-specific needs, provide a test environment and production setup for KFS implementation
UC Davis
- Gap/fit analysis is slated for completion by August 2007. As part of the analysis, feeder and other sub-systems that integrate with DaFIS are being identified.
- Project planning activities for the implementation are underway. The project organization structure and plan from the requirements to testing phase is currently being defined.
- The implementation team is reviewing the KFS chart of account structure and designing configuration options. The KFS COA module is based on Indiana University’s FIS which is similar to the DaFIS COA.
- The usability team is reviewing the KFS interface and recommending design improvements to the system.

Kuali Foundation
- The UC voting members include Mike Allred from UCD (Kuali Board), Rich Andrews from UCI (Functional Council) and Arlene Allen from UCSB (Technical Council).
- UC subject matter experts have been aligned with the different modules and are participating in system enhancement discussions.
- Recent decisions - Custom Attribute Proposal: This functionality will allow institutes to add attributes without modifying the core classes thereby allowing smoother upgrades and easier long-term maintenance.
- Phase IIb will be released in July, 2008 and will include Accounts Receivable, Purchasing, Accounts Payable, Capital Assets Management, Labor Distribution and Post-Award Research Administration.
UC Kuali Project
- UC KFS governing board and organizational structure is being formed. The UC KFS Program Manager, Jon Good is coordinating the first board meeting on March 23rd.
- Project planning activities are underway.
- The OP reporting requirements and design is being discussed for the Chart of Account module.
- UC Davis is leading the efforts to build a 'Proof of Concept' (POC) system. Deliverables include, creating a development and test environment to explore options to meet UC-specific needs and practice with implementation to inform the decision making for the production implementation of UC KFS. The POC will be hosted at UCD and includes team members from UCD, UCSB and UCI.
UC Davis
- UCD Health System is now part of the KFS project and subject matter experts for the different modules have been identified .
- Gap/fit analysis is currently underway where detailed analysis of differences from DaFIS and any additional functionality in Kuali are being identified. COA and workflow module analyses are complete. The analysis for the rest of modules is slated for completion by July, 2007. As part of the analysis, feeder and other sub-systems that integrate with DaFIS are being identified.
- Campus change management plan is being developed to keep the campus informed and to facilitate the transition to KFS.
