NSF Cost Sharing Policy Information

This page provides information specific to cost sharing for National Science Foundation (NSF) grants.

Note: Effective June 1, 2007 the statutory cost sharing requirement has been eliminated for new grants and cooperative agreements. Refer to these revision statements from NSF: Revisions on grants and Revisions on cooperative agreements.

When does statutory cost sharing (1%) apply?
It applies only to unsolicited research proposals:

When doesn't it apply?

How does UC Davis comply with the NSF requirement?
Our university complies with the basic cost sharing requirement and meets the minimum amount by cost sharing a minimum of 1% on the aggregate total costs of all projects requiring cost sharing. This approach allows us greater flexibility by sharing a greater percentage on some projects and not sharing at all on others.

Not all NSF research agreements subject to the statutory cost sharing requirement need to be entered in the Effort Commitment & Cost Share Tracking system. Only those awards that have special cost sharing requirements (as indicated in the NSF Program Solicitation) or research awards where the PI has "voluntary committed cost sharing" must be entered.

At least once per fiscal year, Extramural Funds Accounting will review the transactions within the Effort Commitment & Cost Share Tracking system for research awards where the PI has voluntary committed cost sharing. They will compare that amount to the total project costs for the year of all NSF-funded projects requiring cost sharing (excluding those grants which require specific cost sharing amounts or percentage) to determine if the 1% statutory requirement has been met.
