What are the Effort Commitment and Cost Share Tracking Systems?
The
Effort Commitment and
Cost Share Tracking systems are web-based systems that:
- Capture cost share transactions on awards with committed cost sharing.
- Allow departments to capture faculty member committed effort in one central system.
They are strictly "tracking" systems, not "financial" systems. Transactions processed in the
Effort Commitment and
Cost Share Tracking systems do not affect data on the General Ledger (GL).
Why are they necessary?
- Ensure UCD is in compliance with Office of Management and Budget (OMB) Circulars A-21 and A-110
- Provide monitoring tools for commitment compliance
- Provide necessary accounting information for Facilities and Administration (F&A) rate proposal development
Benefits of the Effort Commitment and Cost Share Tracking Systems
- Facilitate capturing committed cost sharing
- Reduce paperwork
- Prevent accidental duplication of transactions by automatically flagging those transactions that have been used for cost sharing
- Automatically generate the Cost Sharing Contribution Report (UFIN 118)
- Provide necessary accounting information for Facilities and Administration (F&A) rate proposal development
Accessing the Effort Commitment and Cost Share Tracking Systems
Access is restricted to the principal investigator(s), account manager, account delegate, and account associate assigned to the account/OP Fund for which cost sharing is to take place.
- Accessible with UCD campus login ID and Kerberos password.
- Accessible in the FIS Web Applications area of DaFIS Decision Support.
Before the system can be used for your specific OP Fund, Extramural Funds Accounting (EFA) sets up the OP Fund for the executed agreement in DaFIS Transaction Processing (TP). In addition, EFA sets the
Cost Share indicator to
Y on the
OP Fund table to create the initial entry in the
Cost Share Tracking system. An automated e-mail will be sent to the account manager and principal investigator assigned to the specific OP Fund when cost sharing has been established.
